<p><font size="3">&nbsp;&nbsp; &nbsp;&nbsp;随着诺基亚、TI巨资清偿凯明托欠员工工资，凯明倒闭之谜也便逐步晴朗，虽然诺基亚、TI分别占据凯明14.84%和17.83%股份，二者毕竟不是大股东，也不是慈善家，加在一起30%多一点的股份却要承担所有凯明的清算费用，背后肯定有利益所在。 </font></p>
<p><font size="3">&nbsp;&nbsp; &nbsp; 大家之所以对凯明的倒闭感到可惜，一个很重要的原因在于凯明在许多TD SCDMA技术上处于领先地位，连老杳的朋友都在询问是否可以购买凯明的IP，可见虽然凯明倒闭，其价值特别是知识产权方面的价值依然非常突出，在所有股东中，普天、LG是系统和终端提供商，凯明的知识产权对他们意义不大，大唐虽然也在开发TD芯片，这些年却一直在为资金发愁，Hyper Maket是莫皓然的私人股份，拿了知识产权也没用，最看重凯明知识产权的非诺基亚与TI莫属，别忘了虽然这几年由于TI的产品问题诺基亚开始逐步采用其他公司的解决方案，前些年TI一直是诺基亚唯一的手机芯片组提供商，二者的利益关系非常紧密，凯明倒闭对诺基亚和TI的好处也最大。 </font></p>
<p><font size="3">&nbsp;&nbsp; &nbsp; 据说凯明拖欠员工的工资超过2000万人民币，对于大唐、普天不是小数目，对于诺基亚、TI来讲则轻如鸿毛，凯明多年的技术成果远远不是2000万可以轻易买到。金融市场所谓的&ldquo;剪羊毛&rdquo;，指的就是国际金融家利用资本优势剥夺发展中国家的经济成果，多年前墨西哥金融风暴、东南亚金融危机都是国际金融资本剪羊毛的结果，甚至强大如日本也难逃厄运，上世纪八十年代至今依然难以恢复，这些金融家之所以能够得手，原因也在于强大的资金优势，此次凯明倒闭正是以诺基亚、TI为首，对中国企业劳动成果的剪羊毛举动。 </font></p>
<p><font size="3">&nbsp;&nbsp; &nbsp; 凯明的员工可以欣慰，毕竟拖欠了三个月的工资终于有了着落，凯明CEO余玉书也从罪臣一下子成了功臣，甚至有人盛赞&ldquo;德州仪器和诺基亚用实际行动推动了欠薪补偿的进展&rdquo;，&ldquo;得到了余玉书总经理和董事会的大力支持和协助&rdquo;。却不知诺基亚、TI虽然损失了些资金，却捞足了好处，既当了婊子，也被立起了牌坊，仅仅几千万人民币便轻易获得了凯明多年的劳动成果。 </font></p>
<p><font size="3">&nbsp;&nbsp; &nbsp; 凯明之所以倒闭，肯定不是因为无人投资，凯明最后召开董事会时展讯还希望购买，有些业内人士认为展讯是凯明的最后机会，却不知展讯是最不可能收购凯明的候选，TI也不会同意将凯明卖给竞争对手，别说凯明的技术成果对自己有用，即使对自己没有价值相信TI也不会将凯明卖给展讯，毕竟凯明的投资商不是风险投资而是产业巨头，这些钱对于诺基亚、TI来讲九牛一毛，对于凯明员工几千万要用来养家糊口，对于诺基亚、TI几千万人民币只不过是场毛毛雨，甚至凯明倒闭后自己获得的知识产权也远远超过这个价值。 </font></p>
<p><font size="3">&nbsp;&nbsp;&nbsp; &nbsp;凯明的倒闭也给那些利用外资的企业以警示，如果说多年前合资企业可以帮助中国企业发展，现在和外资企业合作一定要注意不要被别人轻易剪了羊毛，多年的投入，普天、大唐损失了资金，凯明被清算一无所得，诺基亚、TI却轻松获得了凯明的劳动成果，凯明倒闭对大唐、普天是赔了精光，对诺基亚、TI来讲则满载而回，原因一方面是大唐、普天资金不足，也在于技术实力不足，即使花费巨资要来凯明的知识产权也没什么用途，赔了夫人又折兵。 </font></p>
<p><font size="3">&nbsp;&nbsp;&nbsp; &nbsp;没有必要将凯明倒闭与TD的未来结合在一起，凯明的倒闭与TD无关，只与参与其中的中国企业的弱小有关，当年香港之所以能够避免国际游资的洗劫，主要原因在于强大中央政府的支持，只有中国的企业做大做强才能避免被行业巨头剪羊毛的厄运。</font></p>]]>

<title>日本英国抗震救灾经验谈</title>

<![CDATA[　<strong>日本：技术先行有备无患 </strong>
<p>　　日本位于环太平洋地震带上，属于地震多发国家，全球10%的地震均发生在日本及其周边地区。上个世纪20年代发生在日本中部的关东大地震夺去了几十万人的生命，而震后发生的二次灾害损失更是巨大。除大地震外，日本大大小小的有感地震更是频繁发生，已经成了家常便饭。大地震发生时会破坏通信网和交通网，因而短时间内搜集受灾情况和掌握受灾程度非常困难。1995年日本神户大地震发生后，政府在3天之后才掌握了受灾地区的大致情况。 </p>
<p>　　日本政府在1978年制定了《大规模地震对策特别措施法》。日本科学家在部分海域水下2000米安装了监测系统，通过海上监测船将有关信息发射到人造卫星上，再利用全球定位系统，密切监视大陆架板块的移动。日本政府还开发了&ldquo;地震受灾早期评价系统&rdquo;。该系统储存了大量4级以上地震资料，一旦发生大地震，该系统可以在30分钟内自动计算出受灾规模，指导当局有针对性地迅速展开救援措施。2002年，为了在大地震后能够迅速掌握震区的受灾情况，以便迅速采取抢救措施，日本内阁府决定租用美国IKONOS卫星观测地震受灾情况，并在2003年底建成了利用卫星监测的自动化地震灾害监测系统。 </p>
<p>　　美国IKONOS卫星自1994年由军用转为民用，它是极其先进的地球观测卫星，位于地球500千米&mdash;1000千米上空的轨道上飞行。卫星装备有观测地面用的CCD照相机，其分辨率为1米，不仅能分辨出地面建筑物等物体，还能够分辨出地面上的汽车。当地震发生后，根据日本的要求，IKONOS卫星将飞过地震地区并拍照，然后把震后照片与震前照片进行重叠对比，两张照片不吻合的地域即是受灾严重地区。了解到受灾严重地区情况后，该系统在短时间内就会把情况报告给国家紧急灾害对策本部，然后采取相应救灾措施。另外，该系统还可把公路、铁路、桥梁等重要建筑和设施的情况事先输入计算机，地震发生后，就能够马上了解这些重要设施的破坏情况。 </p>
<p>　　城市建设规划之时，日本重视防灾避难的设计。抗震性和安全性是日本建设公路、铁路和公园等城市基础设施的重点。行走在东京的大街小巷，不难发现政府指定的避难&ldquo;缓冲地带&rdquo;，不少城中绿地和街心公园的入口处都插着&ldquo;地震避难所&rdquo;的牌子。 </p>
<p>　　日本是一个地震频发的国家，有应对地震的丰富经验：一是有强烈的防灾意识，二是不断总结防震抗震经验教训，三是有备无患，遇震不慌。 </p>
<p>　　日本每当地震发生后，政府会在&ldquo;首相官邸危机管理中心&rdquo;设立&ldquo;官邸对策室&rdquo;，召集有关部门举行紧急会议。决定由官邸对策室负责迅速收集震灾信息。内阁府、海上保安厅、国土交通省、经济产业省、总务省也相应设置对策室或联络室。 </p>
<p>　　此外，警察厅设置灾害对策本部，各县的警察当局也成立应对机构，全力收集信息。以消防厅长官为本部长的对策本部根据在灾害发生时的应对手册，指示各地报告受灾情况。防卫厅长官召集各部门聚会商讨对策，自卫队也进入&ldquo;非常勤务状态&rdquo;，急派联络人员到事发地区。日本的煤气公司在居民住户的煤气表安装了防震仪表，发生烈度4度以上的地震时煤气管道会自动关闭。 </p>
<p>　　日本在发生地震时能够采取有条不紊的应对措施，与不断在实践中总结经验教训并加以改善有关。(葛进) </p>
<p>　<strong>　英国：专业搜救轻不言弃 </strong></p>
<p>　　新华社北京5月15日电英国消防局搜救小组多次参与国际救援任务，在地震救援方面总结了一些经验和教训。这些经验和教训包括： </p>
<p>　　1.正确认识幸存者的存活时间 </p>
<p>　　有些人认为，在大地震2天后被埋压人员生还希望渺茫，6、7天后还能发现幸存者应是&ldquo;奇迹&rdquo;。但专业搜救人员不这么看，在他们眼中，受损甚至坍塌的建筑物里充满蜂巢状的空间，由于各种因素，许多受灾人员能顽强地坚持多天。这样的例子数不胜数。比如，1985年，墨西哥大地震一周后抢救出的人员中仅婴儿就约有10名，甚至有一个9岁男孩在大地震15天后才获救。因此，只要还有一点希望，搜救工作就不要中止。 </p>
<p>　　2.尽量多派专业搜救人员并紧急培训非专业人员 </p>
<p>　　在很多情况下，非专业的救援人员对坍塌的建筑物内是否存在幸存者缺乏辨别经验，因而导致一些受灾人员失去最佳抢救时间。此外，建筑物废墟存在很多可知和不可知的危险因素，非专业的救援人员对这些危险因素缺乏认知，容易导致建筑物进一步坍塌。而专业搜救人员掌握正确的搜救知识和技巧，拥有专业的搜救工具和丰富的搜救经验，能将有关危险降至最小，并提高受灾人员的生还率。因此，应尽量多派经验丰富的专业人员参与震后搜救工作，并加强对非专业救援人员的现场紧急培训。 </p>
<p>　　3.搜救行动应该持续 </p>
<p>　　震后搜救到了一定程度，需要有选择性地一点一点清理废墟。由于余震和受损建筑物的不稳定性，这是一项非常危险的工作，要加倍小心。需要强调的是，在清理废墟的同时要继续进行搜寻工作，随时准备抢救此前未发现的幸存者。因此，搜救工作应该是持续性的，直到所有受损建筑物检查完毕，废墟清理工作全部完成，以及寻找幸存者的希望完全消失，搜救工作才应宣布结束。 </p>]]>
