<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 23.55pt; LINE-HEIGHT: 18pt; mso-line-height-rule: exactly"><font size="3"><span style="COLOR: black; FONT-FAMILY: 宋体; mso-hansi-font-family: ’Times New Roman’; mso-ascii-font-family: ’Times New Roman’; mso-bidi-font-size: 10.5pt">其一，固定岗位薪酬制的优点在于对教师而言按现处的岗位分配，其收入具有较大的稳定性，可以不必担心当期或一定期内实际业绩的波动，而致力于自身一定阶段特定目标的实现，从收入分配的心理上而言是满足了该阶层教师的保障心理，对于其他低阶层（职级）教师也起到了收入分配的长期激励作用，有助于他们暂时忍受较低阶层的低固定薪酬激励水平，而维持其相应岗位要求范围内的工作绩效；其缺点是，固定薪酬因只与岗位关联而与个人的实际绩效无关从而注定其本身不具备激励性，如果应用不当或该报酬占当期员工总工资水平比例过高，将对今后组织各部门的业绩实现带来相应负面影响，而且，由于收入结构过分倚重于固定比例部分，势必导致组织内层级化倾向明显，员工热衷追逐各自职位的晋升，但因对绩效</span><span style="COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-size: 10.5pt">的无（或较低）追求而阻滞组织设定目标的如期顺利实现，同时也易引发优秀人才的&ldquo;逆流&rdquo;（即人才从组织内向外流出），对组织的短、长期发展均十分不利。<span lang="EN-US"><o:p></o:p></span></span></font></p>
<p class="MsoNormal" style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 23.55pt; LINE-HEIGHT: 18pt; mso-line-height-rule: exactly"><span style="COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-size: 10.5pt"><font size="3">其二，岗位薪酬数额与绩效适度结合的局限在于，即使同一职级内采取了仿宽带薪酬（实际上并不是真正宽带薪酬）的模式，将同级内的分配按绩效的不同等次拉开了差距，但即便如此，在促进公平上也还是不够彻底的。再优秀的员工只能凭业绩在同一职级的薪酬带内获取更好的位置，不同职级的薪酬带也会出现边缘部分的融合，但在员工能力业绩足够越级拿更高薪而囿于职级约束而不可得，特别是不同职级的薪酬幅度仍然差距较大时，这种激励也实称不上什么激励了。所以，此种薪酬改良模式仍然是一种岗位先导型，在激励员工创高业绩上具有很大局限性。另外，该方案对同一职等不同级别在分配额度的权衡上也未能充分考虑。比如正高职等岗位津贴的系数合计一级比二级只多<span lang="EN-US">4</span>，但一级却要比二级多完成<span lang="EN-US">25</span>分的科研定额，如果按照超额工作量才另行计算而岗位定额内的只有岗贴不另给奖的话，这多出来的部分就要损失相应的科研超额工作量津贴，这样下来一级岗虽然付出了更多的劳动但实际所得却比帐面上大打了折扣，等效于采取了上述限制型的绩效薪酬支付原则。这无疑是没有激励的，也等于是说不要教授去努力获取更高的科研业绩。这显然与教授应具有更高水平的学术定位不相符合。而在实际操作中，由于科研部门并未出台相应的超额科研工作津贴的计算办法，而是仍然沿用独立计算科研工作奖励的老办法，而后来新修订的科研奖励与科研工作量分脱钩的办法，这样都间接抵消了人事部门在薪酬级差设计上的缺陷。所以，为比较不同模式下的分配结果，我们再假定正高岗位不定薪酬上限，这样，对于超过最高标准定额<span lang="EN-US">60</span>的业绩，还有递增式与递减式两种算法。递减式该方式的优点在于，虽然界定了员工分配的基本标准是按岗分配，但岗位等级的决定却是以近三年的绩效考核情况有关，这实际上也是根据业绩的不同决定了拥有某一类相同职级人员所处的不同岗位等次，在拿在岗津贴上则是与此挂钩，显示了业绩对岗位薪酬（在岗津贴）的影响，而且现处的岗位是根据业绩可以在同职级区间内动态上下调整的。另外，对于教师岗位津贴中的业绩津贴部分，又是根据当年的实际业绩情况来比照确定业绩津贴的分配级别，也是有约束效果的。最大的缺憾就是薪酬不能随业绩的不同跨职级宽幅震荡，其激励效果不如宽带薪酬。<span lang="EN-US"><o:p></o:p></span></font></span></p>
