Rusting wheelchair lifts on some
Two of the lifts - hydraulic platforms that raise and lower wheelchairs and their riders - were found with excessive rust from years of exposure to snow and chemicals. Officials with Sioux Falls Transit say they will inspect the rest of the 17 fixed-route buses with that type of lift to check for corrosion.
The other 11 buses in the fleet are equipped with ramps instead of lifts, and the ramps don’t have the same problem.
Mechanics discovered a platform on one lift corroded with rust after they pulled up a rubber mat. The bus was taken out of service while a replacement platform was ordered.
It was treated as a routine maintenance problem until another bus appeared two weeks later with the same problem. It, too, has been pulled out of service and awaits a new platform.
"In the last four weeks, we’ve had two," said Tom Frier, a lead mechanic. "That’s why now we’re going to start pulling them back and checking them."
"If we get two," he added, "now we know we have problems."
That hasn’t made them popular, says Ryan Green, chairman of the Public Transit Advisory Board, a citizens group that advises city officials on transit issues.
"I’m a wheelchair user," Green said. "I know how difficult it is to back onto the lifts."
The lifts also take longer to cycle - 45 seconds versus 16 seconds for a ramp. That time difference can put a bus behind schedule, particularly if there are multiple riders on a route who need the service.
The lifts can raise about 600 pounds, meaning that some riders with heavier wheelchairs can’t use them. They’re also a bigger headache for mechanics, and the platforms are stowed under the buses when not in use, leaving them exposed to the elements.
The discovery that lift platforms could be rusting is a case of bad timing. The city intends to replace the buses with newer models in coming months. The city received bids on 13 replacement buses last month, transit planner Debra Gaikowski said, with an option to buy four more in 2009.
No contract has been awarded for the new buses.
Each new platform costs $2,300 and takes several hours to install. But officials worry that a wheel from a wheelchair could break through if the platforms aren’t fixed.
"If we know about it, we’re going to fix it," said John Nardini, the general manager for the system.
"Those buses are not going to go out if they’re not safe."
The buses will be sold once the replacement fleet is here. The city probably will fetch only between $4,000 and $5,000 for each one, Nardini says.
The new buses could cost up to $300,000 each.

Before the official publication of the final report on energy saving and emission reduction in 2007, Premier Wen Jiabao held a meeting of State Council early July. Only three weeks later, another State Council meeting was held in Beijing with more detailed work priorities and plans.
The second meeting came after the Ministry of Environmental Protection blacklisted several provinces and autonomous regions including Guangxi and Shandong and power plants for their sluggish and ineffective action to achieve the central government's green target.
The official statistics was published in the middle of July, showing the country is still facing an uphill task in reaching its goal set in 2006 to cut total energy consumption by about 20 percent by 2010, as China saw only a 3.66 percent year-on-year decrease in energy consumption for every 10,000 yuan of GDP in 2007.
The State Council warned in the early-July meeting that energy-intensive and highly polluting industries should be resolutely curbed, and land-use, energy consumption and environmental impact assessment should be considered while approving new projects. A nationwide campaign of energy saving and emission reduction was launched at this meeting.
Tax on cars
In the July 23 meeting, the State Council agreed in principle to impose higher consumption tax on cars with large engines.
The plan was announced when Premier Wen Jiabao urged the government and the public to take more responsibility for saving electricity and fuel to ease energy pressures.
Energy-efficient cars would be given preferential tax treatment, according to a government statement.
The current consumption tax of cars is determined by their engine displacement. There are five grades of taxes. It's 3 percent for cars with 1 liter or less engine displacement and 20 percent for 4 liter or greater engine displacement.
When and by how much the tax will be adjusted is still being discussed. An industry insider predicts the 3 percent tax on cars with 1 liter or less engine displacement would be lowered to 1 percent, while tax on 4 liter or greater engine displacement would be increased to 40 percent.
China urgently needs to improve its energy efficiency as the international energy crisis is dragging down the economy, says Liu Wenge, director of Energy and Safety Division at China Coal Information Institute.
Progressive taxes would be a good model, allowing the government to utilize its economic levers to solve energy and environmental problems, he adds.
But as a way of promoting energy-efficient products, China's current taxation structure in the area of energy saving and emission reduction needs urgent adjustment, says Liu Huan, vice-director of Securities and Taxation Research Center at the Central University of Finance and Economics.
Tax policies should be fully exploited to encourage use of new energy-efficient technologies not only in cars, but also in air conditioners and other energy-consuming products, he adds.
Li Chunbo, an analyst with CITIC Securities, says the goals of energy saving and environmental protection can't be achieved by depending only on consumption tax adjustments. The government should ensure the entire car industry is engaged in the drive to save energy, working out relevant policies and requirements for different market segments.
"For instance, charging higher parking fees might be another way," says Liu with China Coal Information Institute. He emphasizes the government should guide manufacturers and consumers but shouldn't interrupt the functioning of the market.
Different from other policies, raising consumption tax on "big cars" is aimed at fundamentally changing the daily habit of the public, he says. "Chinese people still have room for improvement in their environmental awareness," says Liao Xiaoyi, director of Global Village, a non-government organization dealing with environmental protection based in Beijing.
Despite the increases in consumption tax and petrol prices, China Association of Automobile Manufacturers said that between January and June, the country sold 2.67 million cars, up 16.7 percent year-on-year. In addition, 224,300 SUVs were sold, up 42 percent.
Financial tools
Frank Liu, spokesperson for UN Global Forum, says the government action on "big cars" might sacrifice some economic interests, but in the long term, consumers and enterprises will benefit from it.
He suggests the government further adopt international financial tools to promote energy efficiency and improve the environment and the Clean Development Mechanism (CDM) in China.
Through such measures, local governments and enterprises will earn compensations as well as derive benefits from their energy-saving and emission-reduction actions, he adds.
At the July 23 meeting, the State Council also announced energy efficiency will be improved through comprehensive measures to reduce energy consumption of vehicles, heating and air-conditioning facilities and lighting.
The State Council also passed two draft regulations on energy saving measures for public institutions and residential buildings.
In mid-July, the National Development and Reform Commission (NDRC) reportedly begun drafting a subsidy scheme and invite suggestions from manufacturers on ways to effectively promote the use of more energy-saving air conditioners.
The authorities will also publish energy-efficiency ratings on electronic devices of eight categories at the end of this year and enforce it next year.
Electronic devices will be labeled with energy-efficiency ratings as a mandatory mark, enabling consumers to compare the energy efficiency of domestic appliances on a fair and equitable basis. It also provides incentives for manufacturers to improve the energy performance of appliances.
As Nobuo Tanaka, executive director of International Energy Agency, puts it: "Energy efficiency is the cheapest way to cut carbon dioxide emissions."

LESS than a month after losing its first legal dispute with the World Trade Organization (WTO), China has introduced a new tax that will achieve much of what it originally wanted, only by another route. Moreover, it is a “green” tax. Who could object to that?
For the past few years China has imposed a special 25% tariff on imported car parts, rather than the usual 10%, if the parts made up more than half of the value of a vehicle. (Imported new cars are also subject to a 25% tariff.) This was to encourage foreign carmakers to use more local suppliers and reduce imports. But America, the European Union and Canada argued that the tariff was against WTO rules. In July the WTO, based in Geneva, agreed.
China may yet appeal. In the meantime, the government has found another way to reduce the flow of expensive automotive imports. On August 13th the government announced a new “green” tax that will come into effect on September 1st. The new tax is meant to reduce fuel consumption and fight pollution. Rather than further raising the tax on fuel, which increased by almost 20% in June, the government is taxing gas-guzzling cars. By an amazing coincidence, most such cars are foreign-made.
Cars with engine capacities larger than 4.1 litres will now incur a 40% sales tax—twice the previous level. Cars with engines between 3 and 4.1 litres will be taxed at 25%, up from 15%. The tax on the smallest cars, with engines smaller than 1 litre, will fall from 3% to 1%. The 8% and 10% taxes on other cars will not change.
The government says the new tax will encourage a shift to more fuel-efficient cars. It will also help Chinese carmakers, as they tend to make cars with engines smaller than 2.5 litres. Foreign carmakers, which make most of the cars with larger engines, will suffer. Imported large-engine cars achieved record sales-growth in the first half of 2008, increasing by 26%, to 80,700 units. Imports of cars with 3-litre engines grew by more than 50%, and imports of sport-utility vehicles were up 79%.
But there were signs of a slowdown even before the new tax. Although the Chinese car market bucked the global trend in the first half, higher fuel costs and tumbling stockmarkets are now putting buyers off. Overall sales are still expected to rise this year by 8-10%, but this is half the level predicted at the start of the year, and far less than struggling foreign carmakers were hoping for.
China’s new tax is canny. It cuts fuel use, reduces imports, benefits local carmakers and may help to improve air quality. It also prevents any more pesky calls from Geneva.

While the European, American and Japanese markets have seen the negative growth, China's GDP and auto sales have continued to grow up, though the growth rate has started to slow down.
The U.S. credit crisis has heavily impacted the previous patterns of global production and consumption. The rising Chinese consumer power will make the world's auto giants look to China as the global market center. New vehicle models, new car-making technologies and high-quality service will flood to China. The days will be gone when only few classic models and several old-fashioned engines prevailed in the Chinese auto-making industry. The expanding new rich in China will become the target consumers of the global auto giants.
On the other hand, from the perspective of the domestic market, we can say that China's auto market has seen the biggest growth in the past five or six years. The car ownership of consumers and the production capacity of carmakers both have moved into the world's leading ranks. But the current auto market in China is still immature, with many growing pains covered under its fast growth.
The cooling-off period now is a good opportunity for auto market adjustment, which will entail lots of sharp pains anyway. The re-ordering of the market, reshuffling of the brands and dealers, and upgrading of the service quality will become the only approach to the future competitive market.

]]>The National Highway Traffic Safety Administration issued a consumer advisory about the heavy-duty rubber floor mats, noting that if unsecured, the mat could move forward and trap the gas pedal, causing the vehicle to accelerate uncontrollably.
In a separate move, Nissan Motor Co. said it was recalling nearly 420,000 sport utility vehicles because of possible corrosion in the tube where motorists pump gas.
The recall involves Nissan Pathfinder and Infiniti QX4 SUVs from the 1997-2001 model years. More than 370,000 of the vehicles under recall were originally sold or are currently registered in 22 "cold weather" states and the District of Columbia. Another 45,000 vehicles are in Canada.
In the Toyota recall, NHTSA urged drivers of other vehicles, including the Avalon and Prius, to check the driver-side floor mats to ensure they were properly installed. NHTSA spokesman Rae Tyson said it was taking the step "because we believe potentially it is a very serious safety issue."
Toyota spokesman Bill Kwong said the automaker had not received any complaints about the Avalon and Prius. In some cases, he said the floor mats -- used to collect rainwater, mud and snow -- were stacked on top of the original carpet mats and wedged up against the accelerator.
The vehicle has hooks on the floor that can only secure one mat at a time.
Toyota has received 22 complaints and learned of six accidents allegedly connected to the issue. Kwong said they did not know of any injuries linked to the mats.
The Japanese-based automaker plans to notify owners in early October and expects replacement mats to be available at dealerships by late November.
In a statement, Toyota advised owners to regularly check that their floor mat is properly secured and said "under no circumstances should more than one floor mat ever be used in the driver’s seating position."
Nissan said its recall was prompted by an inadequate amount of coating on a bracket by the fuel filler tube assembly. In states that use road salt during the winter, a mixture of snow, water and salt could cause corrosion on the bare metal part of the tube and allow fuel to leak.
Nissan spokesman Fred Standish said there were no reports of fires or injuries.
Nissan dealers will replace the fuel filler tube assembly with a new one with an improved coating process. Owners will be notified beginning in late November.

When Santana first came to Shanghai, SVW found that there were no parts plants that could support them in the country, all production lines needed to be reconstructed; thousands of car parts except tires, radios and tape decks, speakers, antennas, and logos, depended on imports, and the localization rate was only 2.7 percent.
Under the circumstances, the entire project could have been defeated by high tariffs and the cost of CKD accessories.
SVW's drive to get parts made in China also began to clear the way for the entire Chinese auto industry.
They stuck by the principle of the "China Brand" and "no substitutions", and established an institution that regularly met to localize Santana and the domestic supplies rate eventually rose from 2.7 percent to its current 98.9 percent.
Now SVW has built the auto parts support network in China. There are now 400 members throughout 20 provinces and cities in the country.
SVW is not the only winner, its actions also established the base of China car parts industry.
