<title>政府精细化管理势在必行---朱新跃</title>

<![CDATA[2006年12月9日，国家发改委主任马凯表示，预计今年国内生产总值将突破20万亿元，同比增长10．5%。这是一个历史性的突破，也说明中国经济在改革开放二十多年来已经取得了举世瞩目的辉煌成就。 但是我们也从一些数据中看到了许多不足和很大的改进余地： 我们每创造1美元的GDP所消耗的能源是美国的4．3倍，德国和法国的7．7倍，日本的11．5倍。而水资源的消耗，我国万元GDP用水量是美国的近10倍，日本的24倍&mdash;&mdash;这是2004年4月28日《人民日报》发表的社论《不需要节约了吗》所引用的一组触目惊心的数据。 更有数据显示：在经济发展的过程中，能源消耗及环境污染十分严重。截至2005年，全国水土流失面积356万平方公里，沙化土地面积174万平方公里，90％以上的天然草原退化，1/5的城市空气污染严重，1/3的国土面积受到酸雨影响，人均森林面积只占世界平均水平的1/5，70%以上的草地严重退化，70%的江河污染严重。 破坏环境也对经济的发展造成了严重的负面影响。据统计，近年来生态灾害造成的损失占GDP5%~13%，许多地方因连续受灾而返贫；化肥使用量是发达国家安全上限的2倍，利用率仅为40%；土地资源迅速缩减，2003年以前的7年间，耕地减少1亿亩，超过耕地总量的5%&hellip;&hellip;发达国家上百年工业化过程中分阶段出现的环境问题，在我国已经集中出现。 由此可见，单纯的经济发展已经不是评价一个社会发展程度的唯一标准，政策、规章制度等的制定也不是衡量一个政府工作能力的唯一标尺。除了上面提到的环境问题外，我国经济发展也存在一系列突出的矛盾和问题，比如经济发展不协调、持续发展能力较弱、城乡差距拉大、就业压力增加、区域差距扩大、社会的发展滞后于经济的发展等等。 2003年10月初，胡锦涛总书记在湖南考察工作时，最早提出了&ldquo;科学发展观&rdquo;这一重要概念。随后，在10月14日党的十六届三中全会上，胡锦涛总书记所做的题为《中共中央关于完善社会主义市场经济体制若干问题的决定》的重要讲话中，明确提出要确立&ldquo;坚持以人为本，树立全面、协调、可持续的发展观，促进经济社会和人的全面发展&rdquo;这一科学发展观。 温家宝总理在2006年4月17日的全国环境保护大会上也指出：一些地区已经出现了&ldquo;有河皆干、有水皆污、土地退化、沙漠碰头&rdquo;等现象。如果再不重视保护环境，今后治理的成本会更高，付出的代价会更大，环境将更难以恢复，我们就可能犯难以改正的历史性错误。我们绝不能做&ldquo;吃祖宗饭、断子孙路&rdquo;的蠢事。 胡锦涛总书记和温家宝总理明确指出了政府工作的方向，那就是从又快又好向又好又快的转变。这一系列转变表明，以胡锦涛为核心的新一届中央领导集体将发展提到了一个新的高度。在这种高度的指导下，政策的制定、落实都围绕着降低消耗和提高效率展开，中国社会的发展要走科学健康的发展之路，而政府管理必须走精细化的道路。 顺应时代的需求，新华出版社于近日出版了《政府精细化管理》一书。 从1993年开始，本书作者温德诚就和余明阳、孔繁任一起做咨询，主持过二十余个行业的全国性调查，参与近五十家企业的策划项目。这期间，作者接触到大量的第一手资料，也和同事、朋友及同行整理出一系列的基本操作方法。中央提出树立科学发展观后，作者更是全身心投入到精细化管理的研究中，并于2005年5月出版了《精细化管理II&mdash;&mdash;执行力升级计划》一书。作者无疑是名精细化管理专家。 本书在中国国情以及精细化管理方法论的基础上，总结出当前各地、各级政府最突出的、带有共性的三大问题，即行政成本问题、执行力问题、衔接配合问题，这些都是急需解决的。因此，政府精细化管理的主攻任务或着力点，应放在解决这三大问题上。同时，本书还集中讨论了精细化管理的八个方法以及如何应用这些方法解决这三大问题。]]>
