<![CDATA[<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 连云港城市发展已经经历过几个绝佳时期，但是由于各种原因，机遇悄然离去。连云港人期待下一个发展时期的带来，目前即随后几年，连云港将迎来空前发展。在发展机遇到来的前夜，有许多事情需要精心筹备。</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 连云港土地辽阔，资源丰富。在此同时，连云港的铁路、高速相比之下还不发达；海运还不能承载大港的使命。开发区的开发产业迟迟没有入住，入住的产业市场规模没有壮大。城市建设还不适合海边港口城市的最初标准。城市人口大少，虽政策好，但不能引进大量人才，在于自身。</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 现在连云港看似发展，建筑塔吊遍地挺立，建成的都是商住楼、小区。缺乏商业中心、休闲中心、商务中心。小民意识没有完全改变。到连云港各街道逛逛，没有一栋楼房值得观赏，试问规划局是怎样审批的？什么叫气派港城？</p>

<p>在连云港来上班快两年了，连云港这城市给外来人留下它应有的印象：冲冲一看，这也是海边城市？由于各方面原因，港城发展的速度没有赶上人们心中所期望的，我期待它近3年是转折期；有时想想，老了回成都还是在连云港，感觉想留连云港，因为我喜欢阳光。</p>]]>

<p>　　<strong>开篇语　如何生活是好</strong></p>
<p>　　如何生活是好？如何生活更好？对于家居质量的问题，我们不能大惊小怪，也不能视而不见。</p>
<p>　　当然我们关注的家居质量问题，也并不仅仅是单纯的质量问题。比如环保，我们在盯住产品环保的同时也关注大环保，即使用某些材料是否损害了中国的大环境或者使地球变得更丑；比如节能，它不是用不起的问题，而是有没有得用的问题，因为对许多人来说钱不是问题，但大家都浪费能源，最终我们就会每年多一些时间要面对黑暗，这是一个责任感的问题，其实也是家居素质的一个方面。</p>
<p>　　好的房子并不单体现在住宅的形体高度、外观造型和立面色彩方面，节能也是一个重要标准，不节能，就不能谈什么居住质量。从外观上看，国内许多著名小区的住宅放到欧洲去也称得上是上乘之作。但在节能等内在品质上，差距非常大。</p>
<p>　　瑞典三层固定玻璃扇中间带百叶，可在关闭的情况下通风；挪威小区中的360&deg;翻转内外两色的喷塑铝合金隔桥窗；德国汉堡双层中空玻璃扇和单层玻璃扇，既能同时开启，又能单独开启，都是节能的好产品。</p>
<p>　　此外，欧洲的卫生器具全部有节水排水装置，座便器水箱的配置都是3升或6升排水量，水箱封闭不易打开。而与卫生器具连接的上水管和阀门、暖气片的供热水管几乎都是不锈钢管。除此之外，室内新风系统、热量回收系统、中央吸尘系统、防火门电磁阀控制系统和户内消防软管系统的配置都为节能而服务。</p>
<p>　　反观我们的居住环境，由于密闭性差，没有通风的要求，在集合住宅中通风主要靠土建管道井来完成。但由于是自然拔风，这种方式受到建筑物的高度限制，又由于无法控制通风量，室内的热量同时被排出，能量散失，舒适性也得不到满足。</p>
<p>　　在国外，从上世纪70年代初期开始，节能的需求提高到了一个新的水平，外墙、门窗保温隔热和密封技术得到了推广和加强，同时也使室内外空气的交换问题凸显出来；至上世纪80年代初，&ldquo;智能性房屋呼吸系统&rdquo;开始进入家庭，空气质量得到了进一步优化，住宅能耗进一步降低，目前，&ldquo;房屋呼吸系统&rdquo;已席卷欧洲。</p>
<p>　　英国政府从1986年开始制定国家节能计划，将建筑节能由低到高分为10个等级。虽然在执行初期因造价影响到普通购房者，但是这部分增加的造价，换来的却是长远的经济效益。按新标准设计的节能型住宅比传统住宅在能量消耗上的花销要减少75％。</p>
<p>　　现在，欧洲国家对住宅墙体的保温隔热和门窗的节能都提出了明确的要求，建筑师必须按国家相关规定进行设计和选用材料，对人体和生态环境产生不良影响的材料被严格禁止。而这些，都是显示居住质量的重要环节。</p>
<p>　　<strong>背景</strong></p>
<p>　　每年从4月开始，广州进入缺电高峰期，所以近日拉闸限电的消息不断，市政府呼吁居住在广州的公民注意生活节电；广州市长呼吁市政府机关带头节电。而节水的话题已经喊了好几年了，却收效甚微，有关部门在讨论水价的问题时，也开始反思广州的节水策略，不久后有更可行的节水方式出台。而作为在广州生活居住的每一个人，要提高居住品质，节能，已经变得刻不容缓。</p>
<p>　　问题1　你家的马桶何时开始节水？</p>
<p>　　节水，在广州总是雷声大，雨点小，虽然国家标准《6升水便器配套系统》实施近一年了，可是记者在市场上还是可以看到：大部分马桶还是传统工艺，也有不少打着节水概念的产品，可销售员说，那玩意不好卖。还有一些厂家打出6升水的招牌，可在其生产的几十种型号的马桶中，仅有一两种是节水型的。他们往往将节水型马桶送到有关部门检测鉴定，然后宣传其产品为节水型，这种欺上瞒下的行为，着实让我们无奈。</p>
<p>　　过去，消费者购买马桶往往关注的是外观、颜色、品牌等等，对于是否节水不太关注。虽然水价有所上涨，可消费者却不大在乎。一个家庭主妇给记者算了一笔账：虽然节水型马桶每次冲水可节水平均为2升，但这种节水型马桶要比耗水型的贵出200多元，按广州的水价，这些钱可以买2万多升水。假如用节水型马桶，要冲至少2万次厕所才能省出这多花费的200元钱，假如一家人一天冲20次，需要2000天，而多年后的200块也许已经不值这个价了。</p>
<p>　　也正基于此种心理，许多消费者在挑选马桶时最关心的还是价格和款式，几乎没人主动询问马桶冲洗的用水量。某建材超市曾推出过99元一只的马桶，一个上午就卖光了，至于节水，消费者连想都没想过。喜龙建材城的苏先生说：节水，只是作为时髦的一种附加功能而已，而且很多厂家的节水马桶，使用次数也值得怀疑。</p>
<p>　　办法　节水，要先付出</p>
<p>　　看来要广州的居民开始从马桶上节水，只能晓之以理了，让他们懂得环保的大道理，也许比强调实际节水多少要来得管用，这是个需要先付出的问题，你现在多投入了，会给国家节约不少，最终得益的还会是你。</p>
<p>　　此外市场上也有一种号称多功能节水冲厕系统，可充分利用生活污水冲厕。但要加一个存储洗漱废水的量控储水箱，如果新装修的房子，倒可以安装一个试一试。这也需要付出，因为它要3000多元。</p>
<p>　　问题2 你家的门窗是否漏电？</p>
<p>　　门窗会漏电？有可能。因为不节能的门窗，会让你家的电能悄然流走，而你却毫无知觉。其实我们很多人在买房子时并不关注住宅建筑的门窗、玻璃，只是从外观上感觉&ldquo;漂亮&rdquo;就行了。我们不了解的是，门窗和玻璃不仅是建筑物的眼睛，还是建筑节能的关键结构所在。</p>
<p>　　办法　从门窗开始节能</p>
<p>　　&ldquo;电荒&rdquo;、&ldquo;煤荒&rdquo;、&ldquo;油荒&rdquo;，中国的能源危机信号频频出现，节能，不能只是挂在嘴上的风暴了，必须来点实际的行动。夏天就要到了，广州家居能耗的高峰季节近在咫尺，让我们从家居的门窗结构或者玻璃材质的选择上，开始身边的节能行动吧。</p>
<p>　　从窗体材质看，塑钢门窗的特点是节能显著，具有优良的气密性、水密性、隔音性和保温性，并且耐腐蚀性好，无需经常保养维修。至于铝合金窗，也有节能的，断热铝合金门窗的市场价位在1000元至1800元之间。</p>
<p>　　除了窗户，还有玻璃的选择。目前采用的节能玻璃材料主要有镀膜玻璃、中空玻璃和带薄膜型热反射材料玻璃。一般建筑门窗占建筑能耗40％以上，如镀膜玻璃主要有太阳能热反射玻璃、低辐射玻璃和多功能镀膜玻璃。中空玻璃不仅能隔音，也有很好的节能效果。此外，密封性能也是考验节能的关键，正常情况下，应有良好的水密性和气密性，空气很难通过密封胶形成对流，冷气也就流失得少。</p>
<p>　　目前广州市场上的门窗，节能型的有耀华茵莱节能门窗、威格佳、瑞明等。</p>
<p><strong>　　国外参考</strong></p>
<p>　　英国　房屋必须学会呼吸</p>
<p>　　目前英国住宅的窗子上部、阳台门上部和外墙上都有不太显眼的进风器，这是近二十年来在发达国家推行的住宅新风系统。这种&ldquo;房屋呼吸&rdquo;概念，通过对通风量的控制，形成室内外正负压差，让新鲜空气先进入主要居室，然后经过卫生间和厨房，将污浊空气排出室外。</p>
<p>　　瑞典　节能住宅可获政府贷款</p>
<p>　　瑞典1967年就制定了《住宅标准法》，并规定使用按照瑞典国家标准制造的材料配件来建造的住宅项目能获得政府的贷款。瑞典的工业化标准和&ldquo;模数协调基本原则&rdquo;涉及住宅的各部分，如浴室设备、厨房水槽、窗框、窗扇等。</p>
<p>　　美国　商业化的自律节能</p>
<p>　　节能是一些美国家庭购房的首要指标。在美国，普通住宅的竣工是不需要政府验收的，房屋承建商自检验收很重要，住户验收签字更重要，房屋质量主要依靠房屋承建商对信誉的高度负责和重视来保障。这里大家都必须尊重的一条就是节能。</p>
<p>　　北欧　收集室内热量</p>
<p>　　在北欧地区，更注重热量回收系统，室内热量通过通风管将各房间空气过滤收集起来，并回收其中的大部分热量，污浊的空气由设在屋顶部的风机抽出排放。在节约能源的同时，利用洁净能源也是欧洲国家在不断研究的课题，如利用太阳能和风能就是其中的例子。</p>]]>

<![CDATA[<p>◎比利时&mdash;&mdash;节能环保推动建筑业<br />比利时国家建筑科学技术研究中心专家让?德斯米特尔说，建筑业是消耗资源和原材料的大户，也是制造废料、对环境产生直接影响的重要行业。自上个世纪70年代出现能源危机以及环境恶化促使人们越来越重视节能和环保以来，建筑业也面临着如何改变传统观念，改进建筑技术，开发节能、环保新型建筑材料的问题。</p>
<p>首先，如何节能？节能体现在众多方面，它包括采用新型建筑材料以达到节能的目的，还包括在建筑材料生产加工以及运输等过程中节约能源。</p>
<p>其次，如何环保？建筑材料对环境的影响不仅体现在建筑材料的加工方面，而且还体现在原材料的开采和废料处理过程中。据这位专家介绍，为了减少建筑垃圾，荷兰、丹麦和比利时等欧洲国家目前正在进行提高建筑废料回收率的项目研究，如研发以可回收原材料代替传统原材料的新型建筑材料。如今，某些示范项目的建筑废料回收率已经达到了75%。</p>
<p>此外，环保还包括减少建筑材料对空气、水源和自然环境的污染等。对此，荷兰、英国等一些国家还鼓励建筑材料企业申请使用无污染建筑材料标志，允许在生产、使用材料和废料处理过程中无污染的企业在产品说明或包装上使用环保建筑材料标志等。但在比利时，由于费用等问题，这一活动还没能得到推广。</p>
<p>◎德国利用技术降低建筑耗能<br />德国能源匮乏，石油几乎100%进口，天然气80%进口。节约能源和保护环境是德国政府开发利用能源的一贯政策。由于纬度较高，德国冬季较长，建筑供暖耗能成为德国政府着力解决的一个关键领域。多年来，政府通过制定和改进建筑保温技术规范等措施，不断发掘建筑节能的潜力。</p>
<p>德国建筑保温节能技术新规范的一大特点，是从控制单项建筑维护结构（如外墙、外窗和屋顶）的最低保温隔热指标，转化为控制建筑物的实际能耗。建筑的总能耗包括供暖、通风和热水供应。新法规规定，新建建筑必须出具采暖需要能量、建筑能耗核心值和建筑热损失计算结果，特别是建筑外围结构热损失计算结果。新建建筑只有满足新的节能标准才能上马。消费者在购买住宅时，建筑开发商必须出具一份&ldquo;能源消耗证明&rdquo;，证明清楚列出了该住宅每年的能耗，提高了建筑的能源透明度，维护了消费者的利益。</p>
<p>德国还有大批老建筑没有采用新型保温技术措施，其节能潜力巨大。为此，新法规鼓励企业和个人对老建筑进行现代化的节能技术改造，并实行强制报废措施。在政府的推动下，天然气和太阳能等清洁能源、可再生能源近年来在住宅供暖市场上得到越来越普遍的应用。</p>
<p>在法定技术规范的基础上，德国政府还推出了各项节能资助项目，以促进法规的落实和普及。例如在&ldquo;现场咨询&rdquo;资助项目中，政府在资金上鼓励个人和企业投资住宅节能领域。房屋所有者可以享受工程师的咨询服务，选择如何更经济实用地采取房屋节能措施，而大部分咨询费将由政府承担。另外，德国重建信贷机构还推出了&ldquo;二氧化碳减排项目&rdquo;和新的&ldquo;二氧化碳建筑改建项目&rdquo;，对节能措施项目提供低息贷款。</p>

<![CDATA[二氧化碳是环境的杀手，不断增多的排放量不仅使全球气温升高，而且导致气候变化异常。尽管科学家已做出了种种努力，力求减少二氧化碳排入大气中的数量，但迄今仍收效甚微。人类活动不可避免地会产生出大量的二氧化碳，若不将其排入大气，那么这些气体的归宿在哪里？现在终于有了答案.&nbsp; <br />　　&nbsp; <br />　　2001年，美国总统布什曾宣称，除有效利用能源和能源载体外，还要大大降低二氧化碳的排放量。但据美国能源部称，今后20年，美国消耗煤炭、石油和天然气的数量将增加40％。如何处理不断增加的二氧化碳气体遂成为美国能源部苦思冥想的难题。他们设想将发电厂或大型企业排放的废气收集起来集中处理，设法将其埋入深海或地下。正当美国和其他国家研究如何处理二氧化碳的技术时，挪威国家石油公司开发出一种可以将二氧化碳注入深海的技术，成功地将公司每年回收的2800吨二氧化碳随海水注入约800米深的砂石岩中，每年可为公司节省可观的环保税。但据该公司称，尽管将这些二氧化碳注入海底存放的成本并不比环保税便宜，但是这种方法对环境有利。&nbsp; <br /><br />　　2800吨二氧化碳相当于1600辆中型卡车从里斯本到伊斯坦布尔往返所产生的废气。也就是说，从挪威和苏格兰之间的斯来普油田每年所排放的二氧化碳就有这么多，挪威石油公司必须将其分离并处理掉后，公司的天然气才允许上市销售。挪威石油公司采用的是一条4公里长的管道，每年将2800吨二氧化碳泵入海底的砂石岩中，二氧化碳可以溶于岩石上的海水中。据挪威石油公司测算，该海域可以存贮约6千亿吨二氧化碳。目前，人们正计划在北冰洋的巴伦支海也建造一个类似的二氧化碳存贮区。&nbsp; <br /><br />　　海底和地下存贮二氧化碳是一个新的技术，除上述地带外，德国的地下也能存贮二氧化碳。据德国汉诺威联邦地质矿产署戈林博士称，德国首先考虑的是采用开采过的废油井和废气井及地下水层。在这些地区的地下岩石有微孔，可以吸收二氧化碳，但深度应当是在1000米以下，最理想的深度为1200米至1500米之间，该深度的压力可使二氧化碳液化，缩小了占据的空间。但是，德国迄今还没有将二氧化碳存贮纳入计划，目前还只是处于研究探索阶段，例如德国亚琛大学的研究人员正在研究能否将二氧化碳存贮点密封起来，要做到这一点，密封盖需要有数百米的厚度。研究人员将存贮岩石切割成硬币大小的块，然后将这些小石块置入一温度和压力与存贮点相似的容器，从容器的一端注入二氧化碳，然后根据岩石的吸附情况计算出存贮量，同时根据二氧化碳透过岩石的速度推算出存贮时间。&nbsp; <br /><br />　　科学家称，掩埋二氧化碳也应当向掩埋核废料那样，至少保证100万年不泄漏。其实，二氧化碳的存贮也像天然气油田那样，一般来说，天然气在地下已经埋藏数百万年，如不开采，永远会埋在地下。因此，人工注入的二氧化碳气体同样也可以在地下岩石微孔中埋藏几百万年。&nbsp; <br /><br />　　从理论上说，人工将二氧化碳注入海底或地下对环保有利。但是，二氧化碳注入海底并非那么容易。德国波茨坦环境研究所的海尔德称，太平洋是一个不密封的存贮区。因此存贮时间不会持续过长。将来，这种方法可能会使海水变酸，殃及海底微生物。理想的方案是将可分解的硼矿物质与二氧化碳一道注入，以防止海水变酸。&nbsp; <br /><br />　　要让二氧化碳与矿物质结合到一起，需要有大量的岩石。目前，一座热力发电站每天需要消耗35000吨硅酸盐石，以让硅酸盐石变成碳酸盐结石和石英。目前，科学家正在寻找更好的、对环境有利的方法。将来，人们也许能从二氧化碳中提炼出有用产品来，例如，科学家发现镉和硒的纳米晶体是进一步处理二氧化碳分子的很好催化剂，二氧化碳分子表面为负电荷，激励后的二氧化碳离子可继续反应，产生出糖、聚合物或动力燃料。&nbsp;]]>
