<title>房价是珠海的优势</title>

            <p>珠海是个宜居的城市，这是海内外对珠海的普遍看法。说珠海宜居，一是因为珠海山海相拥，环境绝佳，人口规模适中，城市病不算严重；二是因为珠海人均收入还算可观，而物价相对便宜，生活成本不高。长期以来，珠海人已经习惯了这样自足自适的氛围，只是近年来，由于全国房价的起伏影响到珠海，房价在珠海也渐渐成了一个话题。</p>
            <p>首先，珠海的房价在周边属于洼地，据统计部门的数据，珠海房价仅是澳门房价的三分之一，是香港房价的七分之一，不足广州、深圳房价的二分之一。这样的房价虽然不低，但也不能说贵，并且随着国家实施新一轮的房地产业调控，短期内也无大幅上升的可能。</p>
            <p>这样就构成了珠海的一大优势，吸引人才、企业来珠海投资、创业、工作、居住的优势，特别是目前，由于高房价和工作紧张的压力，不少年轻的白领正逃离北京、上海、广州、深圳等一线城市，另寻栖身之地。而大量的大学毕业生、包括硕士、博士也放弃奔向上述一线城市的努力，转而将目光投向更具幸福感的二三线城市。对珠海而言，这不正是一个极好的机会吗？或许，珠海创业的机会、发财的机会不如一线城市大，但综合优势仍比其他二三线城市强，加上房价处在大多数白领可以承受的范围，相信不会没有吸引力。可惜的是，我们缺乏针对性的宣传，吸引来的更多的是炒房客和养老族，吸引人才的效用并不明显。这样的状况亟待改变。</p>
            <p>其次，珠海目前的房价只是暂时的。长期来看，珠海的房价必然会有较大的提升。这其中的决定性因素是交通状况的改变和城市规模的扩大。珠海目前的房价之所以不贵，主要原因是交通的不便使珠海处于被边缘化，边缘化的城市无法聚集大量的人流和物流，城市规模自然大不了，城市规模的偏小使住房供需矛盾不突出。而随着广珠铁路、广珠城轨、港珠澳大桥的建设，珠海的交通状况将发生彻底的改变，成为交通枢纽和珠江口西岸核心城市，物流人流必将大增，城市规模迅速扩大。按照规划，20年内珠海城市人口将达300万，是现有人口的两倍。也就是说，对住房的需求也将迅猛增长。在中心城区很少可建住宅之地的情况下，中心城区房价不上涨是不可能的。何况，以前珠海虽说毗邻港澳，和港澳的联系却并不紧密。随着港珠澳大桥的建成，拉近香港和珠海的距离，香港人将更乐于在珠海买房；特别是珠澳同城化的推进，尤其是通关便利化，将使工作在澳门、生活在珠海成为大势所趋。珠海和香港、澳门的房价差距必然缩小。</p>
            <p>第三，既然珠海房价不上涨不现实，上涨太多又削弱珠海的城市竞争力和吸引力，那么最理想的状态是温和上涨，上涨的幅度和珠海城市的扩张步伐、和市民的收入增长相适应。所以，珠海完全没有必要刻意打压房价，打压房价太甚不仅窒息城市的生机和活力，又使拥有住房率甚高的珠海市民财产性收入缩水。但又要坚决防止房价过快上涨。比较可行的方法是一方面加大保障性住房的建设，使奔珠海而来的新珠海人，主要包括年轻白领和新一代外来工能有各自合适的居所，减缓房价上涨的刚性推动力，这类保障性住房可建在教育、交通、生活条件较好的城区，使其真正发挥作用。同时在产业发展、交通改进的基础上，适时启动西部新城的建设，使城区的扩张与人口的增加相适应，扩大住房的有效供给，减轻香洲核心城区的住房压力。从现在开始，我们就要在规划上考虑把更好更多的教育、卫生、文化资源安排在西部新城，使更多的珠海人乐意在西部工作、生活，而不是目前这样被迫选择中山的坦洲和三乡。或许，珠海行政中心也该向西移一移了。</p>

            <p>　　昨日，记者来到位于梅溪牌坊附近的梅溪特大桥架梁现场。两个红色龙门吊像巨人一样，&ldquo;两条腿&rdquo;叉在已经架好的桥面两旁。而在桥面上铺着枕木，枕木上放着架蓝色运梁机，而在运梁机的前方一个大型的架桥机机器声正轰鸣。</p>
            <p>　　负责梅溪特大桥架桥工作的中铁八局相关负责人表示，轻轨珠海段的梁分为预制梁与现浇梁两种，中铁八局担负珠海段从凤凰山隧道出口至广珠工程终点的共396孔预制梁的预制及安装工程。&ldquo;每个孔由两到三个梁组成，每个梁重360吨。&rdquo;目前，梅溪特大桥已经架设14孔，据工作人员介绍，天气情况良好时，三天可以向前推进一个桥墩，他们正打算优化技术，以后争取每天过一个孔，预计11月能从梅溪牌坊制梁场架到凤凰山隧道出口，整个特大桥预计春节前架梁完毕。</p>
            <p><strong>　　<font color="#e6941a">珠海段工程明年底完工</font></strong></p>
            <p>　　目前，全长3226米的珠海凤凰山隧道，作为广珠轻轨全线首个开工点，已于去年6月全线贯通，而其他除去拱北的珠海站设计方案尚未敲定外，珠海全线也在热火朝天地赶工。在明珠路，负责明珠段到拱北段的中铁八局昆明分公司相关负责人称，属于下部结构的桩基已完成90%，承台完成75%，墩身还剩30%.珠海段主体工程预计明年10月完工，轻轨全线将于2010年亚运会前建成并投入使用。</p>
            <p>　　广珠轻轨在2005年12月18日上午开工，三线异地同时开工，珠海段（不含延长线）长22公里，设金鼎、金塘、明珠、前山、拱北5站。广珠轻轨是一条双线客运专线，轨道全线是直接设置在桥梁上，设计最高行车速度为200公里/小时。通车后广州至珠海仅需一个小时。</p>
