　　嵊州现有领带企业1300多家，年产领带3亿条，用丝量达5000吨以上，其原材料桑蚕丝95%要从外地采购，占据全国用丝总量的10%以上。原材料市场一有“风吹草动”，嵊州领带行业就会随之波动，单凭一家企业之力，难以抵御风验。因此，企业联合外拓原料基地，意义重大。

　　一个更具资本意义的举动是，嵊州已设立外拓蚕桑基地专项基金，并筹划建设蚕桑茧丝储备调配中心。

　　今年以来，随着真丝原材料价格节节攀升，嵊州领带服装企业备受压力，外拓基地的建立为产业发展注入了新动力。不到一年时间，嵊州外拓基地已运作真丝1000吨以上，嵊州领带产业不仅原材料供应得到保障，在价格上也形成了一定优势。

　　去年6月，巴贝集团厂区挂上了嵊州领带物流股份有限公司的新招牌。这家由当地七家领带龙头企业联合组建的公司，为集聚资源优势发挥了重要作用。去年，该物流公司以组团的形式采购了500吨白厂丝，今年已采购了1000多吨白厂丝。由于团购的优势，这些领带企业真丝原材料价格明显低于市场价。

　　周庆余介绍，包括嵊州领带物流股份有限公司在内的几家物流公司，通过拓展蚕桑茧丝基地、合同约定、集体团购等方式采购原材料，对降低企业生产成本起到一定作用。

　　正是对上游产品的控制，今年以来，在原材料价格上涨的形势下，嵊州领带产值仍以较快速度增长，1月至10月份出口值2.2亿美元，比去年同期增长14.74%。

　　整合提升，打造发展平台

　　在嵊州，做一条领带需要大小26道工序，千余家领带企业大多各自运作生产环节。近年来，嵊州先后启动26项转型升级项目，引导领带企业走出“小而全”的发展格局，通过科学分工，重新整合产业链。已经成立的几家联合物流公司，除了统一采购原材料，还把仓储、印染、打线等领带产业上游项目集中在一起，每年盘活成员企业上亿元资金。

　　领带生产企业在行动。作为领带生产的配套企业，嵊州一些真丝面料后整理企业也走上联合之路。前年上半年，由“华业”、“潘氏”、“金刚”三家后整理企业共同组建嵊州最大的领带后整理企业——“三鑫整业”，承接嵊州领带60%的后整理业务。由于三家企业在光洁度、平整度等方面各有特色，做到了优势互补。原先三家公司有12辆运输车辆，现在只需4辆。原来三只大锅炉，现在只需一只，每年可节约能源100多万元。

　　嵊州市政府更是从宏观和长远的角度，为领带产业打造发展平台。今年11月26日，嵊州举行中国领带城物流中心“领带服饰家纺城·国际会展中心”工程奠基仪式。据了解，该工程是中国领带城物流中心的重要组成项目之一，总占地面积121亩，总建筑面积约12万平方米，总投资3亿元。而建成后的中国领带城物流中心是集交易、仓储、展示、科研、信息、物流、商务等为一体的现代化专业市场群，将打造成为嵊州新的标志性建筑。

　　除了实体的平台建设，嵊州市政府还投入1000万元打造电子商务平台。嵊州市与“阿里巴巴”合作实施了集群产业电子商务应用“三年行动计划”，到目前已投入资金800多万元。目前，该市共有1000余家中小企业成为中国供应商和诚信通会员。嵊州领带企业借助“专区频道”拓展了销售渠道，如“卡尔领带”自应用了电子商务以来，销售额同比增加了50%。同时，有104家企业通过网络联保获得联保贷款1.66亿元。

　　深度开发，延伸产业链

　　投资6000万元建成的花型资料库，被称为嵊州领带花型的DNA库。去年上半年建成后，目前已收集到20万个领带花型的原创设计。

　　嵊州领带全球花型资料库负责人屠永坚介绍说：“原来嵊州只能卖面料卖产品，有了这个数据库之后，我们可以卖创意卖设计。”

　　以此为平台，嵊州市还成立了领带花型设计师协会，定期聘请韩国、意大利等地的设计师进行业务指导。

　　巴贝集团与香港理工大学合作启动“真丝脱胶染色工艺及领带手感质量后整理优化项目”；麦地郎集团投资2500万元，打造起数码面料花型设计研发中心；好运来集团实施一项国家级产业技改项目，通过采用拥有自主知识产权的真丝改性抗菌技术、真丝改性增重技术以及数码织造技术，形成年产500吨功能性(改性)真丝、250万米高档丝绸织物的生产能力。

　　通过成立专业设计研发中心，收购国外设计公司，借助高校院所的科研力量，嵊州领带服装产业的设计水平和研发能力得到进一步增强。

　　嵊州投资1000多万元先后建立了全国领带服饰质量检测中心和嵊州市领带产业科技推广中心，更是为领带产业的深度开发提供了技术支撑。

　　领带的深度开发，也为嵊州形成一定规模的真丝产业带来了便利。嵊州市已提出“真丝拓展计划”，力争通过5年努力，确保真丝产量占全国的20%左右，把嵊州打造成集生产加工、研发设计、产品展示、批发销售、信息服务、质量检测为一体的全球真丝产业集聚地。不少从领带生产起步的企业，针织服装产品的产值越来越大，有的甚至占整个企业产值的一半。今年11月27日，中国丝绸协会授予嵊州“中国真丝之都”牌匾。

今年医疗器械总产值或将达１０００亿元

本报讯  根据医疗器械行业“十一五”规划，２０１０年我国医疗器械行业总产值将达到１０００亿元。 
　　据专家介绍，我国医疗器械产业由小到大，迅速发展，现已成为一个产品门类比较齐全、创新能力不断增强、市场需求十分旺盛的朝阳产业。特别是近年来，医疗器械产业发展速度进一步加快，不但连续多年产值保持两位数增长，而且产品出口的数量和科技含量也不断提升。与此同时，也要看到我国的医疗器械产业发展基础薄弱，医疗器械监管起步较晚，医疗器械企业小、多、散和低水平竞争的现象尚没有得到根本性转变，加速提高我国医疗器械产业的技术创新能力、加强医药器械研发的产学研结合，已经成为当务之急。专家指出，今后的１０－１５年，我国医疗器械产业将进入高速发展阶段。建国几十年来形成的发展基础，人民群众保健康复对医疗器械的刚性需求，医疗器械相关学科技术人才的长期储备，国家对医疗器械技术创新的大力扶持，都是促进医疗器械产业高速发展的保障和动力。

本报讯 （李良校）为促进纺织产品质量提升，浙江嵊州市质监局近日举办了《领带》、《桑蚕丝织物》、《合成纤维丝织物》等标准培训班，并出台系列措施，助推嵊州区域经济发展和领带产业集群转型升级。

    该局出台的一系列帮扶措施包括：将《领带》行业标准提升为国家标准，使嵊州领带产业掌握了话语权；实施名牌战略，在领带产业新增浙江名牌产品、绍兴名牌产品各1个；在21家企业使用嵊州领带浙江区域名牌标志的基础上，今年又新增16家企业准予使用该标志；组织领带企业制定了《绿色供应链管理》和《色丝分级》联盟标准，建立应对技术性贸易壁垒长效机制；与嵊州市质检所联合建立了浙江省嵊州领带产业科技创新服务平台；投资550万元，筹建浙江省级领带服饰检测中心和产业物流中心，提供开放式检测服务。

    2009年5月，嵊州领带被浙江省政府确定为产业集群转型升级示范区20个试点单位之一。目前，该市共有领带企业1900多家，从业人员逾5万多人，年产领带近3亿条，占全国的90%、世界的40%。
